UMPIL TO HOLD 52nd NATIONAL WRITERS' CONGRESS The Unyon ng mga Manunulat sa Pilipinas (UMPIL), the country's largest creative writers' group, will hold its 52nd National Writers' Congress on Saturday, 25 April 2026, from 9:00 AM to 5:00 PM, at the College of Social Sciences Audio-Visual Room, University of the Philippines Baguio. This annual gathering coincides with National Literature Month and centers on the theme: "Harayang Pampanitikan sa Katwiran at Paninindigan ng Bayan" (Literary Imagination for the Nation's Reason and Resolve). National Artist for Film Kidlat Tahimik will deliver the keynote lecture at the Congress. He will discuss the theme based on his lifelong practice of promoting and empowering the nation's imagination. The first part of the Congress will feature the two UMPILAN Writers' Fora. Forum 1 will discuss "Etika/Estetika" (Ethics/Aesthetics) with Luchie Maranan of the Baguio Writers Group and Ariel Tabag of GUMIL Filipinas as panelists. Forum 2 will feature poet-journalist Franklin Cimatu and anthropologist-writer Padmapani Perez discussing "Panitik/Pagtindig" (Writing/Making a Stand). The highlight of the Congress is the awarding ceremonies for the 2026 Gawad Pambansang Alagad ni Balagtas (for Filipino writers), the 2026 Gawad Paz Marquez Benitez (for teachers of Philippine languages and literatures), and the 2026 Gawad Pedro Bucaneg (for significant literary-cultural groups). This year's Balagtas awardees are Glecy C. Atienza (Play in Filipino), Jose Wendell P. Capili (Essay and Poetry in English), Franklin Y. Cimatu (Poetry in Filipino and English), Richel G. Dorotan (Fiction in Binisaya), Daniel L. Nesperos (Poetry in Ilocano), Raymundo T. Pandan Jr. (Fiction in English), and Galileo S. Zafra (Literary History and Criticism in Filipino). The Paz Marquez Benitez awardee is Elizabeth Alviar-Calinawagan of UP Baguio, and the Pedro Bucaneg will be given to Palihang Rogelio Sicat of UP Diliman. A new set of board directors for 2027 - 2029 will also be elected on that day. Timbang ng Bayan: Ang Bigat ng Papel ng Kababaihang Anakpawis Ang timbang ay bigat. Ang Timbang ng Bayan ay ang bigat ng lipunan na pasan ng kababaihang anakpawis. Ang tunay na panukat ng isang bayan ay hindi ang paglago ng ekonomiya, pagtaas ng kita ng estado, o pagdami ng proyektong imprastruktura, kundi ang kalagayan ng kababaihang anakpawis na nagbubuhat ng araw-araw na buhay, sa palengke, sa mga institusyon, sa pabrika, sa sakahan, sa lansangan, sa palaisdaan, sa minahan, sa tahanan. Sa kanilang paggawa umiikot ang lipunan; Sa kanilang lakas nagpapatuloy ang produksyon; sa kanilang hindi nakikilalang pag-aalaga at paggawa nananatiling buo ang komunidad. Ang kababaihang anakpawis ay hindi lamang pundasyon ng lipunan, sila rin ang lakas na kayang magpagalaw at magbago nito. RESEARCH | In the Philippines, representation of gays has long been dichotomous. There is the bakla, depicted as flamboyant, effeminate, and low class; and there is the gay, depicted as more refined and masculine-acting. With the advent of digital technologies, these representations of gayness have found their way into dating apps and social media, subsequently birthing the concept of the halata. This term first rose to prominence because of gay men in dating apps declaring โ€œpass sa halata,โ€ marking their rejection of a potential partner because of their being too much like the bakla. I move beyond the halataโ€™s pejorative connotation on dating apps and study how it is being conceived and defined in the Facebook Group Samahan ng mga Halata. My results indicate that while the halata can now also be used to pertain to gay men who act straight. Furthermore, the halata is inherently sexual, is fascinated with queer content, and is empowered by his co-halata in online spaces to rally against larger issues affecting him and the queer community at large. My research project constitutes the latest documentation of the shifting terms of Filipino gayness. Ang Timbang ng Bayan ay ang bigat ng lipunan na pasan ng kababaihang anakpawis. Ang tunay na panukat ng isang bayan ay hindi ang paglago ng ekonomiya, pagtaas ng kita ng estado, o pagdami ng proyektong imprastruktura, kundi ang kalagayan ng kababaihang anakpawis na nagbubuhat ng araw-araw na buhay, sa palengke, sa mga institusyon, sa pabrika, sa sakahan, sa lansangan, sa palaisdaan, sa minahan, sa tahanan. Sa kanilang paggawa umiikot ang lipunan; Sa kanilang lakas nagpapatuloy ang produksyon; sa kanilang hindi nakikilalang pag-aalaga at paggawa nananatiling buo ang komunidad. Ang kababaihang anakpawis ay hindi lamang pundasyon ng lipunan, sila rin ang lakas na kayang magpagalaw at magbago nito. Kung may sukatan ang katarungan, makikita ito sa kung paano kinikilala, pinahahalagahan, at ipinaglalaban ang buhay at dignidad ng kababaihang anakpawis. Sila ang Timbang ng Bayan.
